Feedback Required: Sitewide Banner / Notice

We recently received a request for the ability to add sitewide banner to the community. The goal is to be able to create a space for announcing something that is shown to everyone in a way it can't be missed.

We created a prototype to get feedback from you. Here's how it looks.

Notice the "Community update" section added below the breadcrumb bar.

The admin will have a full control over when the banner goes live, how long it stays and they can even add a CTA / Button and link to a page of their choice - internal or external.
